San Francisco Has Separate Permit Systems — Most Companies Handle Neither

Permit #1 is the SF Environment Department C&D Transporter Permit. Effective January 1, 2022, under Ordinance No. 144-21, any company transporting mixed construction and demolition (C&D) debris originating from San Francisco job sites must hold a valid annual or temporary permit from the San Francisco Environment Department — for each debris box used to move that debris. This applies whether the dumpster is placed on private property or on a public street, which means the moment our truck pulls onto your job site, this permit must already be in place.

The permit exists to ensure debris goes to a city-registered C&D facility that processes material for recycling, not straight to a landfill. Non-compliance carries civil and criminal penalties of up to $1,000 per day and can result in suspension of the hauler's operating rights.

What Is Municipal Green Halo — And Why Contractors Need to Know It

If you're a general contractor working on a San Francisco construction or renovation project, there's a third layer most people don't know about until their building permit is held up.

Certain construction projects in San Francisco are required to recycle or reuse a minimum of 65% of the discarded materials generated — and full demolition projects must hit 75%. If the Department of Building Inspection determines that a permit is subject to this C&D debris recovery requirement, the project must demonstrate compliance by submitting a Material Reduction and Recovery Plan (MRRP).


MRRPs are submitted through the city's online debris tracking system called Green Halo — a fully integrated web-based management system that provides tools for property owners, contractors, and project managers to create and manage their plans. Green Halo is pre-loaded with San Francisco's C&D debris recovery requirements and a list of approved processing facilities.


In plain English: if you're pulling a building permit in San Francisco for renovation, demolition, or new construction, you may be required to document where every ton of debris goes — and prove that the required percentage was recycled or diverted from landfill. That documentation happens through Green Halo, and it has to be submitted and approved before your final permit can close.

You must track your construction waste if your project involves residential additions or alterations that increase the building's conditioned area, volume, or size, among other project types. Your 10-digit Green Halo tracking number must appear on your plan sets before the Department of Building Inspection issues your permit.

These projects use the Municipal Green Halo portal and require a more detailed MRRP with Initial and Final submissions, weight tickets, and City Representative approval.
